Coastal Public Infrastructure Upgrade in Quinns Rocks
Scope of Work
Alldin delivered the demolition and renewal of the Queenscliff Park boardwalk and pergola, including site preparation, structural works, recycled plastic decking, guardrails, pergola screening, compliance documentation and final handover.
Alldin’s scope included:
- Site establishment, temporary fencing, signage, tree protection and site management
- Survey, set-out, service location and potholing
- Demolition and disposal of the existing boardwalk and pergola structures
- Preparation of management plans, including quality, environmental, safety and traffic requirements
- Building permit coordination, including Certificate of Design Compliance
- Shop drawings and engineering certification
- Supply and installation of new structural members, including footings
- Installation of recycled plastic boardwalk decking
- Installation of recycled plastic triple-rail guardrail and 125mm square posts
- Pergola structural renewal, including new structural members and associated footings
- Installation of recycled plastic screening to pergola structures
- Site cleaning, demobilisation and handover
- QA documentation, engineer inspection/sign-off, Certificate of Construction Compliance, as-constructed drawings and ASPEC documentation
Alldin was engaged to deliver the Queenscliff Park Boardwalk and Pergola Upgrade in Quinns Rocks, renewing the existing coastal structures with more durable, low-maintenance materials suited to the harsh marine environment.
Construction in a Live Public Environment
Public infrastructure upgrades require more than construction skill. They demand strong site coordination, clear communication, public safety planning and careful management of surrounding assets.
The technical specification required the contractor to submit a project management plan covering work methodologies, staging, public safety strategies and access restrictions. It also required noticeboards to be installed before works commenced, outlining the extent of works, expected timeframe and supervising engineer contact details for the surrounding community.
This level of planning is critical for civic infrastructure projects where works are delivered in community spaces. Alldin’s delivery approach needed to account for public access, existing vegetation, adjacent infrastructure, safety barriers, retained works and site presentation throughout the construction period.
Composite Fibre Technology for Long-Term Durability
The project also used Wagners Composite Fibre Technologies for key structural elements. Wagners CFT materials were specified for columns, structural framework and bearers, providing a strong alternative to traditional timber in a coastal environment.
Fibre Reinforced Polymer materials offer high strength, low weight and long service life, while avoiding common issues associated with timber and steel, such as rot, corrosion and shrinkage. The Wagners proposal also highlights the material’s low-maintenance qualities and 75–100 year lifecycle potential, making it well suited to public infrastructure exposed to challenging environmental conditions.
For local government construction projects, this type of material selection is important because it supports long-term asset value, reduces maintenance requirements and helps minimise future disruption to the public.

Designed for Coastal Longevity
In marine environments, material selection is critical. Salt spray, moisture, humidity and constant exposure can quickly reduce the lifespan of traditional timber structures. The Queenscliff Park upgrade directly responded to these conditions by replacing deteriorated timber elements with recycled plastic and composite fibre materials selected for corrosion resistance, durability and low maintenance.
